Dr. Vande Garde is a Topeka native and earned his bachelor’s degree and medical doctorate from the University of Kansas.
Medical Credentials
Following internship in Internal Medicine at the Good Samaritan Hospital in Phoenix, Arizona, Dr. Vande Garde completed his residency in Ophthalmology at the University of Alabama-Birmingham Eye Foundation Hospital. In addition he completed a year-long fellowship specializing in refractive surgery, and participated in numerous FDA studies involving new technology and devices.
Dr. Vande Garde has earned many honors including his election to Alpha Omega Alpha Honor Medical Society, Phi Beta Kappa and being name Chief Resident at the Eye foundation Hospital. He has lectured at national meetings on refractive surgery and has published scientific articles and textbook chapters on his specialty. Dr. Vande Garde is Certified by the American Board of Ophthalmology.

Background and Education
Dr. Tablante earned her medical doctorate at the University of the Philippines after a Bachelor of Science degree in Biology from which she graduated Magna cum Laude at the University of the Philippines.

Dr. Tablante completed her residency in Ophthalmology at the Boston University School of Medicine in Boston, Massachusetts. Dr. Tablante specialized in retinal diseases and surgery at the Vitreoretinal Foundation, University of Tennessee in Memphis.
Dr. Tablante is a member of the American Academy of Ophthalmology, American Society of Retina Specialists and is certified by the American Board of Ophthalmology. She is also a member of the Phi Kappa Phi Honor Society.
Dr. Rita Marie R. Tablante specializes in diseases of the retina, including diabetic retinopathy, age-related macular degeneration and retinal vascular disease. She also practices general ophthalmology.
Background and Education
Dr. Farhat was raised in Wichita, KS and earned his bachelor’s degree from the University of Tulsa and medical doctorate from the University of Kansas. He previously worked in Kansas City and Lawrence and is excited to make the move to Topeka. His wife, Anna, is a Topeka native and they love the family-centered environment that Topeka brings to raise their two daughters.

Following his internship in internal medicine at the University of Kansas-Wichita, Dr. Farhat completed his ophthalmology residency at New York Medical College at JHMC in Queens, NY and his cornea and refractive surgery fellowship at Albany Medical Center/Cornea Consultants of Albany in upstate NY.
Dr. Farhat also teaches medical and surgical ophthalmology focusing on cornea and external disease and cataract surgery to ophthalmology residents at the University of Missouri-Kansas City. He is a member of the American Academy of Ophthalmology, American Society of Cataract and Refractive Surgery, and Cornea Society.
Dr. Bilal Farhat is a board certified ophthalmologist specializing in cataract surgery, LASIK, cornea transplantation, and cornea and external disease.
